The Horizons Pack is intended to show off new mods more than being a balanced gaming experience. The primary FTB pack for 1.6 hasn't been released yet.

Basically, I guess. There appears now to be an empty entry for FTB Monster in the changelog list, which I assume will be the primary 1.6 FTB pack, but I haven't seen any announcement about it.

No, it's not really supposed to be a beta, as I understand it. More an official version of New World to show off some good mods that are either not well-known or not part of the usual FTB collection.lol so wait is Horizons just a beta pack with a name?
Basically what timrem said.
