What is a simple effective way to make a "Scrap Farm"

I tried to make on with block breakers and a cobblestone generator but It was very slow and took MJ power.

 

Never use a manual cobblestone generator. Use thermal expansions Igneous Extruder. No power required and it will probably produce cobblestone much faster.

Not to mention it is more compact, less laggy and probably cheaper.

use igneous extruders from thermal expansion it requires one bucket of lava and water for unlimeted cobblestone
