SO. i brought my laptop to school today, and i couldnt launch FTB, the packs wouldnt show up. Does it need internet to load the packs?

It needs to be able to access the feed the beast website for the packs and the minecraft website for logins.

It can in theory work without an Internet connection, however if you have Wi-Fi turned on or Hamachi installed Windows will wrongly think that you are connected to the Internet, and the launcher will attempt to download the modpack list from there. So make sure that you have Wi-Fi and Hamachi disabled, or just wait a minute until the connection times out and it uses the offline list instead.

See wifi was on and it wouldnt show up the modpacks. At home it will say "..play offline" and i hit yes but there it wouldnt show up at all.

Like dgelessus said, Wi-Fi has to be off for the launcher to use the saved list of modpacks. Otherwise, FTB will attempt to load the list and fail.
