It looks like Shale is a fuel from GasCraft, an add-on for Engineer's Toolbox. I'd look into those two mods for some way to harvest/process/use the gas. I've never personally used these mods; sorry I can't be of more help.

I know that this isn't shale gas.
I've run into un-natural natural gas pockets that almost poisoned me. There is no warning when stumbling on one of these.
Working down on lvl 11, I sometimes have vents up to the surface and this dissapates the gas. Gas mask was a little help but not much.
I made the mistake of lighting a small remaining gas pocket and it exploded like TNTx24 killing me and creating a gaping cavern..
We need a timed ignitor..
