My FTB Monster Server has become too peaceful?

The most common cause of a problem such as yours is that there are a lot of mobs, somewhere. And since Minecraft has a cap to the number of hostile mobs at any given times, no new natural spawns occur. It could be that a bunch of zombies have picked up eggs so they aren't despawning, or some mod's mobs are being glitched (I've seen this issue with Ars Magica's Hecates), or who knows what else.
FTB Monster should come with OPIS (though it may be disabled by default). Type "/opis" while playing, and it should bring up a new window with lots of details about what's going on around your server. I'd suggest using this to look at what entities are around, and see if you have hundreds of any hostile mob listed. Assuming you're OPed, you can also select a mob type and click the Kill All button to wipe them all out (of any loaded chunks).

It could be that a bunch of zombies have picked up eggs so they aren't despawning
Someone recently assured me that that feature was removed, are they wrong?

I believe they've dealt with it in a newer Vanilla release, but Monster is on Minecraft 1.6.4, which was before that change.

Boo. Does that cover naming zombies too?
When they added the Chicken Jockey zombies, always-on servers kept filling up with zombies holding eggs. I don't think they've actually changed Zombie behaviour at all, now that I'm thinking about it, their solution was to prevent those chickens from laying eggs. So, zombies which have picked up items (and named zombies) should still not despawn.

Thank you very much for your help! Just to let you know, I was able to fix the problem with OPIS! It was a pretty quick fix from there. Thanks for pointing that out... I wasn't even aware of it before!
