Wow that looks really cramped on small screens. I usually browse the wiki on effectively 1280px width with the sidebar hidden, so I never noticed that. One more reason to put the hatnotes at the top. (Also they're HATnotes, which implies being at the top...)

Seeing as how I am the only one who likes the cleaner look I will close with this statement, when someone views an article and the only thing they see is a bunch of notices describing the article, they aren't going to think too highly of it.

That's true for either placement, and just means that we should make sure Cleanup and Stub articles get cleaned up and expanded, so there aren't as many notices.

If I may contribute my perspective; subjectively speaking, I find the wiki to be strained in horizontal space compared to other wikis. In the worst case scenario, the lead section of an article looks too busy and constrained with notices next to the infobox. When the notices are given higher priority, they are easier to read and the lead of the article does not look as busy (wikipedia comparison).
I feel this should be taken into consideration especially for those browsing on tablets or smaller devices. Ultimately, I agree that the notices should go above the infobox.
Interesting. I've completely forgotten about that - thanks to a small css tweak, I don't have the twitter feed on the right.

Can we at least use a line break with an actual line inbetween the article and the not-article? Just add it to the infobox's code to produce them above the infobox and all articles will have it.

All the messages boxes are already... inside of boxes. Why would we need another line?

Regarding ZL's idea, that would only work for stub/cleanup templates. Youmay, Interwiki, Old, WIP, Disambig are all meant to be seen by the reader BEFORE they read the actual article. And I don't particularly like the idea of splitting up notice boxes into two groups.
Actually it wouldn't work at all, because we don't have a way of placing content in the title bar without using static coordinates.
