I'm not sure I understand what you're talking about? How would it not be legal? It may be offensive to some people, but it's comedy...
Ditto. It's not child appropriate. Or funny. But some people like that kind of twisted, sick, comedy..

I know nothing about the production of South Park, but... have you considered they might acquire the rights to use those songs? Even if they don't, they could have an argument for Fair Use, I dunno. As for identities, those are clearly parodies, whereas you're making it sound like they're guilty of Identity Theft, which is an entirely different thing.

There is no way they are guilty, I just want to know why they aren't.

I'm only asking because I wonder if I can legally monetize an animation I am making. Unlike what I am doing South Park owned the audio used, just not the lyrics, I am not even owning the audio used so it likely would be best to keep it not monetized...
There's a disclaimer at the beginning of the show. As for the music It's parody. It's all safe under the First amendment as a distorted imitation of an original work for the purpose of commenting on it. As for current law the Supreme court case of Campbell v. Acuff-Rose Music found that parody is covered under the copyright act of 1976 in section 107. "The fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any means specified by that section, for purposes such as criticism, comment, news reporting, teaching, scholarship, or research is not infringement of copyright."

If you're using someone else's idea it's probably safe to say you don't want to monetize it. On a legal standpoint it depends how much of the work is owned by you.

My animation, someone else's voice animated to parody a scene from a show.

I asked permission and they did not respond...

Not sure you can really monetize it. You don't own the voice or the show. You can release it as parody and be fine against copyright take downs, but that's probably as far as you'd get with it.
