I think Pam said a while back that she may change the drink consumption sounds to drinking sounds?
Unless the mod adds a thirst mechanic and they're made to restore thirst instead of hunger, they're still food. For a navbox, they can be labeled as drinks, but it would not be appropriate for categorization.

With 595 food items now, I think I've pretty much had every edible item in the mod now. And I'm almost done withe very tiem in the mod. That was... exhausting.

I might have missed an item or 2, but as far as I'm aware, Pam's HarvestCraft is now 100% documented and up-to-date for version 1.7.10i.
