CoFH's Skins on Server

Ok, the server was in offline mode in the server prefs, it's online now and it works perfectly

Im running a server with FTB Lite 3, some of the mods are outdated. CoFH running version 1.7.10R3.0.2

When I try to run the skins command, i.e. /cofh cape set [url] it tells me that its an unknown command. What's up with that? Do I need a different mod version?

My problem is that, although I see myself as using my skin everyone sees me and I see others as default Steve. Is there a way to fix this?
