Minecarts duplicated and link bronken

In multi server of Infinity-3.0.1, I made rail track and some trains (include locomotives and some minecarts) are running on it.

Train may have some below problems. It's often after server's restarted or when I come back from very far chanks.

  • Train links broken
  • Locomotive Shutdowned
  • Carts duplicated (Locomotive: one'll have full water and no fuel, the other'll have no water and fuel)

 

I tried puting chankloader(ChickenChunks) ,but still the problems was not resolved.

Server log given by the admin has no error or infomation about cart, rail or railcraft...

 

How can I resolve those problems?
