Anything that advertises(on the side ads over whatever) causes malware or dissatisfaction BUT MINECRAFT DOESENT advertise at ALL

I don't use the Soul Shards Mod (I've seen one video of it) but try placing grass near the spawners, and try it in light. That's how vanilla spawners work.

Yea, what he said. Passive mobs require light and grass blocks to spawn. If you have an enchantment table, you can make a silk touch shovel to get grass outside.

Or just use a Rockcutter.
Or a rather high chance of getting grass from a Scrapbox.

If you are using the Soul Shards mod spawners, they should not require grass to spawn passive mobs. On a private server that I and a few friends use, we have a fully functional cow spawner that does not require grass and works light-independent. If you are using a higher-tier spawner, make sure that Redstone current is not being applied, as this will cut off the spawning. If you are using a lower-tier spawner, make sure that the cows are given sufficient room to spawn, try grass if you haven't already (lower tiers may function in different ways; the spawner I have is tier 5) and try higher light levels just in case. Also make sure that the cows have some sort of solid block to spawn on top of or a wall to spawn off of, as this is a requirement for all mobs, whether hostile or passive.
