Is there a plugin for 1.6.4 that will allow me to remove or disable the crafting of chickenchunks chunk/spot loader. I have the item banned but it can still be crafted and they are being used by turtles to place them. How can I solve this problem?

MineTweaker does exactly the thing you've mentioned.

This is a mod? Would I still be able to use it without players needing it client side?

Yes, it is a mod, and it would have to be installed (and configured) on both the client and server side. Otherwise the client would have different recipes than the server, which can cause problems, like some items seeming craftable that actually aren't, or items being craftable, but not visible.

Rather than disabling the items, have you looked at the config file for ChickenChunks? A common option used on servers is to allow chunkloaders, but only for players who are online. A bonus here is, since the owner of a Turtle-placed chunkloader is 'ComputerCraft', they're never online and so will not function. And in case you didn't know: you can also use the command "/chunkloaders" to locate any active chunkloaders in the game and remove them.
