I have disabled BiomesOplenty and Neather Quartz ore is no longer generating, I don't like BiomesOplenty.
How can i fix this without enableing it?

Did you create the world before or after disabling BoP? Have you completely removed the mod from your instance (ie, with Edit Mod Pack in the FTB Launcher), or did you simply select "Standard" world type instead of BoP when creating a world?
It looks like the config file ./config/cofh/world/Vanilla.json might be faulty? I can't test it right now, but I would consider trying to change the entry for Quartz. Perhaps it needs "hell" to be capitalized, or even set the biome restriction to 'none' since it already has the dimensional whitelist.
./config/cofh/world/Vanilla.json i have changed it to, "HELL", "Hell" and "none". it did not work

this worked for me.
I have not tried the above, but this pastebin file of changed quartz part in Vanilla.json file in config/cofh/world/ folder worked for me:
