Why can I only get soul stealer on books and never on swords even though it is for swords?

You can anvil a book onto a sword to apply the enchantment. Everything else is mostly luck.

I am wondering if it is possible to put a sword in a enchanting table and get soul stealer or any other mod enchant?

Soul Stealer can only be naturally applied to the sword added by Soul Shards... Vile Sword, I think it's called? It will never show up via the enchantment table except on a Vile Sword or on books.

In the 1.5 modpacks (and presumably the 1.6 ones as well?) the Vile Sword doesn't exist any more, and the enchant works on all swords.

Which pack are you using? I assumed it was Ultimate because that's what it says under your avatar.
