So how exactly does this work? I'm trying to get Lapis bees from a Resilient and a Water bee, but it is not consuming the Uranium I got in it, I've tried with Uranium Ore, Uranium Ingot and Uranium Dust, none get consumed.. what am I doing wrong? Is it only consumed if the mutation happens? Do I have to use Irradiant Uranium? The mutators is on the second row, so it should be a valid placement.

Have you used refined uranium yet?
Yes, that would be the Uranium Ingots.
Edit: So I found out that the Mutators need to be on the bottom row, and it works with Uranium Dust, Uranium Ore and Uranium Ingots.

Yes, that would be the Uranium Ingots.
Edit: So I found out that the Mutators need to be on the bottom row, and it works with Uranium Dust, Uranium Ore and Uranium Ingots.

True, Nether Star gives 50x chance (not automatically 100% as many thinks, but it equals to 100% since I think 2% base chance is the lowest), but I have an excess of uranium, so I use 5 mutators with uranium, which is 5*10x, so also 50x
