FTB always on top?

For some reason, every time I boot up FTB, it refuses to allow other windows on top of itself, regardless if the window is maximized or not. I need to minimize the client to see anything covered by the game window (which I usually keep maximized).

 

Is there a reason for this? A fix for it? I can alt+tab but it doesn't bring the window I switched to to the fore, but I can still control that window.

 

BTW, in case it matters, I'm using the Agrarian Skies pack.
