The notification when you receive a new message on your User Talk page is not very different from the colors of the rest of the site, making it easily missed. I was just trying to get the attention of a user continuously making no-content pages, and while I'd say there's probably a 75% chance they weren't trying to be disruptive, they did not stop when I posted on their talk page about it. Presumably, they did not notice the notification that their talk page had been changed. When I temporarily redirected the pages to their talk page in an effort to notify them, the page creation stopped. I'd like it if the "new messages" message were something more distinct than just another shade of grey (though going for the bright orange used by Wikipedia may be a bit overkill).

Although RZR0 is the only one who can actually make any changes to the site (From what I see there's no GUI for other admins to use) I +1 this and would suggest a blue, similar to the various buttons around the site but slightly brighter.

Well, on a slightly different topic, that user has been banned twice for doing exactly the same thing. I doubt he notices _anything_ ...

Why has no one perma IP banned this dude then?

I agree with timrem, maybe a dark red would look nice, or a blue similar to page headers like Firemx suggested. A more subtle approach would be to change the border color to a subdued blue like #3D5B6F. I've taken a look and unfortunately I am unable to change that specific part of the page since the alert box uses the same class as page titles do.

While you're all thinking about it, the mail icon on the forums could do with being more obvious when there's mail.

I just noticed a message from ZL123 that he sent 3 months ago.

Even now that I've read it the icon is still the same subtle closed envelope, which I take to mean there is still unread mail.

He has switched IPs. Banned him again.

It's rather unrelated, but in searching for where this message box comes from, I found this, which appears to be a remnant of Wikia. Should this info be moved somewhere more prominent?
