"Have been" is technically in the present perfect -- "used to express a past event that has present consequences."

No, it's not the present tense. You're right about that. It's the present perfect.

 

===Present perfect===

We HAVE finished

have ==> present

 

We have FINISHED

finished ==> perfect

 

===Past perfect===

We HAD finished

had ==> past

 

We had FINISHED

finished ==> perfect

 

===Future perfect===

We WILL HAVE finished

will have ==> future
